As I understand it "Latinx" is kind of a catchall term for anybody who has Central and/or South American roots. So yeah, if his grandmother isn't Mexican and neither parent is either, he would not normally be considered Latinx and it makes sense that he might be uncomfortable being IDed as such.
(I have the vague impression that at some point he said he considers himself Spanish ethnicity-wise but that could be inaccurate. So he *might* be a US-definition Hispanic, but "it's sort of complicated" is accurate.)
