Apparently it would be for all KHL players, not just Russians.

I think it's probably more of a political move than what he actually believes though.

That'd be objectively terrible for the KHL because the other Europeans in the league would say fuck that and go play in the Swedish/Finnish/Czech/German/Swiss/etc leagues instead. I mean, I know the KHL already has strict import rules, but this would basically make them irrelevant because no non-Russians would want to play there. And I suspect the few non-Russian KHL teams would join other leagues, which given that just yesterday they were saying they wanting to expand the KHL to China, uh.

Yeah, it's just posturing, a gesture to show that Russia is committed to developing hockey locally. Putin's also putting pressure on the KHL to make hockey the number one sport in Russia.
