I don't know much, but I do know that the Florida Panthers tried to find a way to draft Ovechkin in 2003. His birthday was so close to the cut off that they tried to argue leap years made him old enough to be drafted. I don't know if Malkin was considered a franchise player at the time, but if someone else can confirm he was than it sounds like a fair comparison to me.
